Franklin County Massachusetts - DPW radio channels

this is a rural and mountainous county

every town in franklin county has their own highway division or dpw
(dept of public works) - except maybe 1 - maybe bernadston shares
their dpw director with gill

each of these dpw have their own radio channel - most channels seem to
be vhf highband - some might be vhf low - some might be uhf - none are
800 afaik

police and fire were on uhf for many years - they might have moved to
the state 800TRS recently - or are in the process of moving

the MassDOT handles the state highways - not sure if they have any
operational posts in franklin county or not - MassDOT was on 47 mhz
historically - maybe they have moved to 800T - they use lots of
private snowplows in the winter - MassDOT fired all their plow drivers
in the 1970s or something like that - more hackarama stuff

there are 28 citys and towns listed here - therefore there are 28 dpw
or highway depts in franklin county - only 4 or 5 have PL or DPL info
(from rrdb) -

typically there is 1 dpw garage per town - hawley and monroe and ?
warwick ? share the dpw garage with the fd

there is no county dpw and there are no county roads afaik

turner falls airport maybe has 1 snow plow that was possibly purchased
in 2018 ish - before that they used private contractors and the town
dpw to plow the field - the airport owned 1 small backhoe to clean the
runway lights - per airport study / plan

Jurisdiction and Maintenance Authority All roadways in Massachusetts
have a designated ownership. This ownership entity has jurisdiction
over the roadway, which means they are responsible for the
preservation and maintenance of the road surface (paved or unpaved) as
well as all of the traffic control devices and roadside elements
within the right-of-way. The entity with jurisdiction also has the
authority to make changes to the geometry or operations of the
roadway, except where this authority is superseded by state or federal
regulations. Examples of some of these exceptions where State
authority governs are described in this Guide. Most roadways in
Franklin County are under the jurisdiction of the Towns. Most, but not
all, of numbered routes (e.g., Route 5, Route 112) are under MassDOT
jurisdiction; some segments of numbered routes are under Town
jurisdiction, and MassDOT does have jurisdiction over a few roads that
are not numbered. Some Towns have agreements with MassDOT to perform
certain maintenance operations, such as snow and ice treatment, on
certain roads under Town jurisdiction. Each Town should maintain
records of which roadways are within their jurisdiction.
