HT5 channel is used by FCU1 to talk from the FCU1 truck to the FCU1
members who take the command board to the Incident Commander
the extra alarm ordering sequence probably goes likes this - IC tells
FCU1 member to order an additional alarm - the FCU 1 member uses HT 5
to relay the order to the FCU1 truck - the dispatcher in the FCU1
truck then gets on a mobile radio and either calls the Boro dispatcher
on the Boro channel to order the extra alarm - (or maybe the
dispatcher in the FCU1 truck uses the mobile radio to call the
citywide dispatcher on the citywide channel to request the extra alarm
- not likely though)
