pretty sure that nearly all stations have 3 man crews 24/7 - except
the eastern stations and mt baldy vfd and some stations near barstow
most ambulances seem to be operated by the FDs - except at baker and
needles and maybe a military base or two - maybe some non-emergency
ambulances are operated by private companies
