this is a statewide - actually multi state - organization

but what does that really mean?

administratively - the usfs is responsible for providing wildfire mgmt
on all usfs lands - humboldt toiyabe national forest has lands
statewide in nevada - plus some areas in california

the exceptions are - sometimes the usfs will swap responsibility for
some lands with other federal agencies or with state forestry -
sometimes the usfs will sign a initial attack agreement with a local
FD that requires the local FD to respond to new wildfires on some usfs
lands - sometimes the usfs has mutual threat agreements with local
fire agencies that requires both agencies to respond to wildfires
within a couple of miles of the agency borders - sometimes the usfs
hires local FD resources as extended attack extra help (especially
for water tenders and brush trucks) - sometimes the usfs might hire
local FDs to provide arff at temporary helicopter bases

another complicating factor is that the USFS fire resources in Nevada
are dispatched by approx 6 interagency wildfire dispatch centers -
humboldt toiyabe NF does not have 1 forest wide dispatch center afaik

the fire plans that control ops on the Humboldt Toiyabe NF are written
by the fire bosses at the Forest HQ - therefore everyone on the Forest
basically follows the same playbook when dealing with fires

the USFS mandates the levels of training that are required by the
various firefighters

not exactly sure how hiring is done - it is either done thru the
Forest HQ or the Ranger Districts or maybe thru a Regional USFS
personnel office

budgets are set thru White House and Congress / Washington USFS Office
/ Regional USFS Office / Forest HQ / ? Ranger District - basically the
Forest HQ gets a chunk of money and that dictates how many people they
can hire each year and how many new fire trucks etc that they can buy

to recap - Wash DC sets the budget and the training requirements and
response goals - Regional Offices pass thru money to Natl Forest HQs -
NF HQs hire the appropriate number of staff to best meet the goals

local fire commanders handle the smaller fires - larger fires are
handed over to regional command teams who call in resources from
throughout the USA
