there are 5 or 6 PSAPs - at least 2 of the PSAPs forward calls to
other dispatch points

1 PSAP is outside of York County

2 or 3 of the responder agencies are outside of york county

1 responder agency covers an area in new hampshire

vehicle access to the naval shipyard is only available via Maine roads
- but they have a 2ndary PSAP on the NH 911 system

bottom line - this is not a simple county with 1 psap / dispatch
center and 1 police channel and 1 fire/ems channel
