iirc - we earlier proposed - Ch 1 - simplex - UHF call - ch 2 -
dispatch - ch 3 - response - etc - for FDs

for PDs - Ch 1- simplex - UHF call - ch 2 - dispatch - ch 3 - lengthy
messages - ch4 - etc
