if there is a huge fire in boston and a huge fire in springfield mass
- who gets to decide if all the mutual aid should go to boston or
springfield? is the state fire marshal the final abritrator of
resource allocation? or is it first come first served?
what if a huge fire breaks out in boston and worcester units are sent
to boston - and then 15 minutes later a huge fire breaks out in
springfield - at that point - the worcester units should obviously be
rerouted to springfield - and cape cod units should be sent to boston
- but who makes that call? the state fire marshal?
