134.05 is not the normal Tower freq. 134.05 is the 'Discrete Emergency
Freq'. 134.05 might normally be the Logan ramp controller frequency.
So this radio procedure is a compromise between following 'normal
procedures' - and - using a dedicated single channel for emergencies
at Logan. The procedure is not overly burdensome on anyone. Right?
