lisbon maine - fy 25/26 business plan for ambulance service

approx 50 pages - very detailed

small town ambulance service - 16,000 population - they cover 3 towns

almost converted into a town agency this year but the new fire chief
said 'hold the phone'- lol lol lol

Lisbon Emergency aka the ambulance service only has 6 fulltime
employees - the rest are volunteers or per diem - this report doesnt
even say how many volunteers they have - there might not be any
volunteers now - they might call them all 'per diem' - some new state
law is related to that

not sure why they do transfer work - there is no hospital in Lisbon

getting loan on 3rd ambulance - using ambulance base as collateral - ??????

Lisbon Emergency has extensive info on their website right now - the
24 hour amb has medic 100% of time - the 12 hour ambulance has medic
90% of time - response time is 5 minutes in Lisbon but 15 to 20
minutes to Bowdoin and Bowdoinham - but 1 or 2 of them has a First
Responder EMS Squad

Lisbon Emergency collects around $1M in ambulance fees - and $1M from
the 3 towns iirc

Lisbon Emergency pays Libon PD for dispatch service

note - bowdoin and bowdoinham are in sagadahoc county - lisbon is in
androscoggin county

amazing that a simple little small town ambulance service can be this
complicated

The report's count of Lisbon's sworn [police] officers is now 17, with
one delegated to MDEA and funded by the state of Maine.  Pages 34-35:
In 2023, the Town of Lisbon awarded the EMS contract to Lisbon
Emergency. Additionally, negotiations have commenced on regionalizing
the service, with considerations of dissolving Lisbon EMS to establish
a new entity.  Page 35: The town has bolstered its firefighter
staffing. We currently employ four full-time firefighters, with two
consistently on active duty every day of the week, supplemented by per
diem staff.

so if lisbon went to a public safety department - they would have
approx 30 fulltime people in total - that would not be shabby - but
still no one would want to do transfers to boston at 3 am when its
blizzarding
