apparently this is NOT a map - it is a dataset
if you click on download it will give you a big zipfile with no
explanation of what to do with it
the button on the lower right that says Open in ArcGIS Online might
not work - not sure - very frustrating dealing with this stuff
seems crazy to spend millions to collect all of this data and then to bury it
