since everyone has a cellphone nowadays
and since cellphones are full duplex devices (pretty much)
many in the public safety services have lost the skill of using a
simplex radio system
with a cellphone - anyone is free to talk at any time'
with a simplex two way radio - if everyone talks whenever they want to
- its a total cluster
