a radio scheme for synchronized simulcast radio systems

lets say that there are 20 channels for fire/ems ops across the usa

all 20 channels are synchronized simulcast

Channel 1 is the countywide dispatch channel - with synchronized bases
countywide

Channel 2 is the primary onscene channel - Channel 2 only activates
the closest sites to the emergency scene - or the optimum number of
sites to handle the emergency

For a house fire - maybe just 1 site is needed

For a large highrise - maybe just 1 site is needed to feed the
interior antenna system inside the bld - or maybe 4 sites are needed
to beam signals into all 4 sides of the bld

For a large wildfire - maybe 10 sites are needed to cover all parts of the fire

Channel 3 is the 2ndary onscene channel - and it would function like Ch 2

Channels 4 thru 20 are the same

The ability to get the radio signal into just the area where it is
needed allows for significant reuse of radio channels - on the fly -
as needed
