seems kinda high
they operate 10 companies 24/7 - iirc it is 6 engines and 4 ladders -
from 6 stations - so they could change the ladders to quints and cut 4
engine companies - then their 'first company to building fire response
time' would pretty much stay the same - and response time to EMS calls
would stay the same - but backup would be slower to arrive - unless
they got Opticom or speeded up their dispatch process
