Navy officials acknowledge the ongoing need to modernize utilities and
other wired systems at the shipyards. For example, the fire alarm
systems at the shipyards continue to rely on the same bare-wire
telegraph technology that was used in the 1800's and early 1900's,
which is easily damaged and regularly elicits false alarms. However,
according to officials, they have not determined the full amount of
investment that would be required to modernize utilities at the
shipyards to provide a stable electrical supply at the proper voltages
with fewer unplanned outages.
