let me translate - if on base, if you dial 911 from any phone or
device, you will reach someone who apparently has no clue where you
are located - so you need to tell that person that you are on a Navy
base, so that person can then transfer you to the Navy Regional FD
dispatcher (who is located god knows where) - if you happen to reach
the East BF Sheriff dispatcher, you better hope that she knows how to
transfer the call to a Navy fire dispatcher
