exempt signs at railroad crossings

Those tracks look pretty sorry .. and a does a regular lay person
seeing "Exempt" at a RR Xing know what that means?

Exempt does not apply to the general public. It's a sign for school
bus and hazmat drivers telling them they don't need to stop before
crossing the tracks as they normally would. It also doesn't mean the
line is abandoned or out of service as they are sometimes used in
places where it would be dangerous for vehicles to stop (such as in an
intersection).
