if I understand correctly

USFWS does all of their own initial dispatch at the refuge level

State Forestry does all of their initial dispatch from an office in Montgomery

USFS does all of their own initial dispatch from an different office
in Montgomery (AICC]

AICC also serves as the coordination point between USFWS, USFS, State
Forestry and Southern Area

Southern Area Coord Center is located in Atlanta GA iirc

AICC orders all out of state resources from Southern Area .. except
for radio gear which is ordered directly from NIFC in Boise Idaho
