The Miami Herald reported in its timeline of the day of the
collapse[24] that the first call to emergency services was received at
1:23 a.m. EDT. The Washington Post reported that a resident called 911
at 1:19 a.m., after part of the pool deck and a surface-level parking
deck had collapsed, that the first fire engine was dispatched to the
building at about 1:20 a.m., and that the building collapsed between
1:24 and 1:25 a.m.[180]

iirc the miami dade fire radio tape that I heard had units being
dispatched to a 'building that HAD collapsed" not to a "building that
was about to collapse" ... and it was a full first alarm response ...
