I think the FG channels are grouped by threes because they have an ATG
that spans each batch of 3 FG channels ... this was a scheme first set
up by DCFD maybe
not sure how the VRS channels are set up .... vehicle repeater system
... MO3 ... maybe there is 1 or 2 simplex channels that are relayed
by the VRS to the TRS ... maybe each FD has different simplex channels
to feed their local VRSs
this guide book is very very complicated but it doesn't have to be ...
each agency could use the exact same channel (TG] lineups ... and each
FD could use the exact same VRS setups ... and each FD could use the
same emergency code words and mayday procedures
