London FD running 25% short on engines

could be that they are telling everyone that 25% of the FD budget
could be cut and no one would miss them

remember ... london has 100 stations with 150 engines ... so 50
stations have 2 engines and 50 stations have 1 engine ... you can see
how they could run with 115 engines and not have to close any stations

they could also run 150 engines and cut their response times in half
... but they aint doint that
