how good should 911 be? 100% right all of the time? that may be impossible
how about 99.999999% right ? - thats eight 9s - is that good? or good enough?
someone in the systems analysis world might have some thoughts about
99.999999% accuracy
one way to look at this is - how much more effort does it take to send
1 engine and 1 medic unit - vs - just sending 1 engine? it takes maybe
5% more effort - so obviously that is not a big issue. However - if
the city has a perpetual shortage of medic units - then of course the
dispatchers are going to be stingy in the dispatching of medic units
