lets follow the money on this - residents pay tons of taxes and buy
tons of lottery tickets - money goes to state - state hires a couple
of people to dribble that money back to the local governments after
300,000 pages of paperwork have been filled out
cool
maybe 5 people work this program at the state level - $100K each for a
cool $.5M - and then all the locals have to fill out tons of paperwork
which probably eats up $500,000 in time - so we have lost 20% of the
funding before the first glove gets delivered
but hey its free
