On 7/28/17 at 14:42 hours, dispatch received a call for service at
1311 Elm St, regarding a subject who began crying on the phone.
Dispatchers heard what appeared to be a single gunshot over the
telephone line. Patrol officers assembled on scene, and contained the
residence. A React element was established, along with the deployment
of the Bearcat. Officers were able to locate several phone numbers
for relatives associated with the occupant of the residence. Officers
gained information that all family members had left the house, after a
heated argument, prior to police arrival. Several family members
stated that one subject, a male adult, was inside of the house. The
family members stated that the subject had not threatened any of them
during or after the altercation. Officers conducted witness checks at
the nearby residences. None of the neighbors heard or observed any
gunfire from the target location. An older male adult was observed by
several perimeter units walking inside of the structure. Per those
units, he did not appear to be in distress or injured. Numerous calls,
texts, and bullhorn announcements were made into the residence to
contact the male, which resulted in zero contact. Officers manning the
perimeter and React left the scene after it was determined that no
crime had occurred.
