not quite sure why there are 2 small command vans here - 1 is probably
the vehicle for the 4th District Commander - there are approx 15 of
these in the city - ie - Tokyo FD is divided into 15 Districts and
each District has 1 onduty commander

The Totsuka Branch Station of the Shinjuku Fire Battalion ("Shinjuku
Fire Station" in TFD terminology) is also located here - they
probably staff the engines and the ambulance - but branch stations
typically do not have a command car

Perhaps 1 units is a reserve unit - or maybe the 4th District
Commander is equipped with 2 vehicles - or maybe this Branch Station
untypically happens to have its own Command Van for some reason
