gonna take some wild guesses here - 158.925 is input to 155.1525
repeater - and - 154.0325 is input to 151.01 repeater
the fcc license says that the license is for the dpw
online sources show 155.1525 BM as fire dispatch and show 155.6025 R
as FD dispatch - so take your pick
china does have a 5 man dpw crew - they also have a state dot station
