believe or not - this is in Tokyo - these are the volunteers
note the mini engine in the bay - that would be run by the vols also -
the vols might be based in that paid station - if thats what it is -
not all of the vols have their own stations - but 99% do
maybe each of the volunteer stations has a pump cart and a mini engine
- not really sure about that
