what do they mean by 'response time'? 911 dialed to arrival? hotline
dialed to arrival? why do they have hotlines if they have 911? is this
a goal? is there any penalty for not meeting the goal? what are their
response times now? is this an average response time or a 90% response
time? how are times tracked? by gps or by pigeons? is 99% of the
public too stupid to see the BSity of this article?
