not really sure what they mean by level 3 - may be their surgeons are
'on call' and have to reach the hospital within 30 minutes - which
would not be bad if the medics could initiate the callout from the
scene - but if they have to haul the patient all the way to the
hospital and have the ER doc call out the surgeon - then that would
not be great
of course - level 3 might really mean - we only handle hip and ankles
and elbows and knees
