palisades fire - iaz vs radio comms

page 242 of 351 - figure 4.3.137 - initial ACTION zone map (IAZ)

( note - 'initial ACTION zone' vs 'initial attack' - similar terms but
different )

pretty sure that the solid line that goes zig zags thru the zone is
the city / county border - city fd cover the area to the right -
county fd covers area to left

looks like initially that the fire was not in the Initial Action Zone
- so the initial responsibility would be all on the City FD

and the city fd would use city fd radio channels at 800 mhz initially
(plus maybe 1 aviation band am channel for helo to helo comms) - plus
the city would have 154.83 available for air to ground police and fire
comms

plus la city fd helos all have 800 mhz radios - so they can do 100% of
their comms on 800 mhz if they want to - the city fd has at least 18
repeaterized 800 mhz channels - plus an nearly infinite number of
simplex channels at 700 and 800 mhz - plus probably the city trs on
800 mhz - plus maybe LA RICS on 800 mhz TRS

still not sure if there is a comm plan dedicated to that Initial
Attack Zone - maybe santa susanna comm plan - or is that for the
Pacoima area?

note - there must be a copy of the IAZ plan somewhere - we might
already have it - we will need to dig around

before we post this - lets look at the zerg90 map - yup - looks good
