each county will form up task forces of approx 5 units each - each
task force will have a leader who talks to MEMA either on 151.145 R or
on the MEMA VHF network or via cellphones or maybe via satellite phone
or maybe via the state trs
'convoy' / 'travel' radio channels are undefined iirc - but maybe 1 FG
channel from each county could be used or the Itacs or the Utacs or
VTACs could serve as travel channels
no channels are designated as 'air to ground' (a/g) channels afaik -
but the fcc has allocated a half dozen channels at 700 mhz for use as
a/g channels - unknown if anyone in New England has any of those
channels programmed in their radios
Most counties have a few radio channels allocated as county wide
fireground channels - but many of these are low power simplex channels
- and maybe none of them have formal fcc statewide authorizations -
some might be used for other purposes across Massachusetts - in fact
most are probably not clear statewide
so the million dollar question is - what channels will be used for FG
ops when all the fire trucks in New England respond to Boston?
the VFIRE and the VTAC channels are pretty clear statewide - except
for wilmington fd on 154.2875 R ; and hampden county on 154.28 ; and
southern worcester county on 154.265 and 154.295 - the UTAC channels
should be clear statewide but Topsfield FD uses 453.4625R iirc - the
ITAC channels should be clear statewide and the 50 interops channels
at 700 mhz are probably clear statewide
HOWEVER - there are only 3 or 4 VTAC channels - and there are only 4
UTAC channels - and there are only 5 ITAC channels
there is 1 or 2 statewide 800 conventional channels for disaster ops -
maybe COMM 1 and COMM 2
there are maybe 20 interops channels on the state TRS - but those are
all trunked channels on the trunking repeaters
very few of the units have 700 mhz channels afaik - very few have 800
mhz channels
bottom line - we are looking at 1,000 fire trucks using 50 radio
channels for FG ops - this will not work well - especially with no
plan in place

Two people died early Friday when their vehicle was struck in Swansea,
Massachusetts, by a driver wanted in connection with a murder in Rhode

Swansea police officers said they saw a white Infiniti G37 drive past
them at a very high rate of speed westbound on Route 6 at 12:18 a.m.
Moments later, officers saw that the car crashed into the side of
another vehicle, a blue 2022 Subaru Ascent that had been traveling
southbound on Route 136.
The SUV that was struck was fully engulfed in flames. First responders
and bystanders tried to extinguish the fire, but both occupants -- a
man and a woman -- were pronounced dead at the scene.
The 28-year-old driver of the car that struck the victims' SUV was
taken to an area hospital with serious injuries. The car was the
subject of a police pursuit, and the driver was wanted in connection
with a homicide investigation in Rhode Island, police said.
Swansea police had been alerted to be on the lookout for the suspect
vehicle; however, officers were not involved in the pursuit and were
not pursuing the vehicle at the time of the crash, police said.
The victims' names have not been released.

Comptche in the South to Brooktrails in the northern portion of the
Ridgewood Park area, from the coast to the 101, closing this gap. The
Two Rock landowners are supportive, and ALERTCalifornia has had
engineers draw up plans and estimates, but funding is needed to
complete the installation. Emergency Communications • Most of the area
has spotty cell reception, some areas have no cell reception, and one
cell antenna outage would put the entire area in blackout. Funding is
needed to provide infrastructure for a handheld radio network, or for
a newer communications technology such as LoRa Mesh.
Fuels Management • Funding is needed for maintenance and expansion of
the recently completed fuels reduction along county roads and main
private roads. • Support is needed for training on proper ways to
safely burn piles, as well as on-site support for those wishing to
carry out prescribed burning to reduce fuel loads. • There is interest
in forming a grazing cooperative for the neighborhood.
Water • Since it was built in 1926, Walker Lake, at over 535,000
square feet, has been the largest water resource for helicopter and
fire truck drafting in the Ridgewood Park area. Due to changes in
state laws, the local community that has supported its maintenance has
been forced to divest and stop maintenance of the lake, and the lake's
future is uncertain. Should it become inaccessible to fire crews or
damaged in some way, the area would lose a critical part of its fire
infrastructure. • Fire water storage tanks are needed at key strategic
locations in the FSC area where the drive to Walker Lake or other
accessible water sources can be 20 minutes or more. • There are some
locations where a hydrant on a public road connected uphill to a
private water source could be installed, reducing time to access water
by 10 to 15 minutes.

Makah Tribe The Makah Tribe in Neah Bay operates its own fire

a Specialty Officer role, and they maintain specialized equipment such

Jamestown S'Klallam Tribe
Fire and emergency response services for the Jamestown S'Klallam Tribe
are provided through Clallam County Fire Protection District No. 3,
which operates six stations, including one built and leased by the
Tribe to ensure adequate coverage of Tribal lands (Clallam County Fire
District No. 3 2024). Three of these stations are staffed full-time,
while the others rely on volunteer response. In addition to this
partnership, the Tribe's Public Safety and Natural Resources
Enforcement Department collaborates with fire and rescue personnel. At
the same time, Tribal code provisions set a legal framework for
emergency preparedness, hazardous materials management, and public
safety response (Jamestown S'Klallam Tribe 2025b).
Quileute Tribe
The Quileute Tribe's emergency response capacity is guided by their
Hazard Mitigation Plan, which addresses risks from tsunamis, coastal
storms, flooding, and wildfires (Quileute Nation 2015). While wildfire
risk is relatively low compared to many regions, the Tribe emphasizes
planning for evacuation, disaster communication, and utility
resilience (Quileute Nation 2015). Their fire response appears to be
supported by a combination of Tribal capacity and mutual aid
agreements with county and state agencies, ensuring coverage in the
event of emergencies.
Lower Elwha Klallam Tribe
The Lower Elwha Klallam Tribe is served by Clallam 2 Fire-Rescue,
which provides fire suppression, EMS, and public education programs
for the area (Clallam 2 Fire-Rescue 2025). The Tribe also maintains
key emergency infrastructure through its Utilities and Public Works
Department, which manages water storage, pump stations, and fire
hydrants, as well as providing 24-hour emergency water and wastewater
repair services (Lower Elwha Klallam Tribe 2022c). Together, these
resources ensure the Tribe has a reliable foundation for fire response
and emergency preparedness.

Wildfire management in the state of Washington falls under the
responsibility of the WA DNR. The WA DNR wildfire fighting force has
access to over 1,300 trained employees ready to combat fires when
necessary. This workforce comprises over 800 permanent employees and
550 seasonal employees. WA DNR's firefighting resources include
approximately 120 wildland fire engines, nine helicopters, and six
single-engine air tankers, all of which are contracted and available

support local fire districts in responding to wildfires. Additionally,

wildfires and also engages with external entities to provide equipment

Management responsibilities for the state of Washington are divided
among six upland regional offices; Clallam County falls within the
Olympic Region. The Olympic Region comprises diverse landscapes,
including Pacific Ocean beaches and rainforest valleys. The district
encompasses 371,000 acres of state forest, agriculture, urban, and
conservation lands. In these lands, WA DNR focuses on sustainable
timber harvesting practices that consider the needs of wildlife. The
Region's staff also manage forest practices, oversee wildfire
prevention, and lead firefighting efforts on both state and private
forest lands in the region (WA DNR 2025d).

The primary office for WA DNR is located in Forks, which provides
foundational resources for wildland fire response in the western
portion of the county. In addition, WA DNR has smaller offices in
Chimacum and Port Angeles. The Chimacum station is seasonally staffed
from May to September and includes one engine, and the Port Angeles
station has a limited full-time staff that is supplemented during fire
season. The Port Angeles station has two engines at its disposal. The
Olympic Region Office in Forks handles local WA DNR dispatching. In
the event of a large fire incident, resources can be brought from
adjacent jurisdictions and out-of-area resources can be mobilized
through coordination with the DNR Coordination Center in Olympia
(personal communications, WA DNR Olympic Region Office, March 2024).
