possibly there is just 1 PSAP in the county - and these are the
agencies that dispatch themselves
everyone else is dispatched by the county 911 center / ACES 911
only 3 of them dispatch all local services
what about the international airport and the military base and the
city of pittsburgh? (city might be dispatched by County 911 - they
only use 5 dispatch channels - 3 for police - 1 for fire - and 1 for
ems)
