all the reports that say that FEMA has responded well to disasters
will now be changed to say that FEMA responded bad to disasters
or something like that - really cant make heads nor tails of the gobblygook
fema only really gets involved in the largest of disasters - and they
dont have any real resources of their own - they just mostly
coordinate the state, local, and military resources - and how badly
can you screw that up?
