Libertyville FD got MO3 - Iowa

https://wireless2.fcc.gov/UlsApp/UlsSearch/license.jsp?licKey=4155365

maybe I understand this license

453.55 - 10 MO3 at 25 watts each

458.55 - 10 M at 4 watts each

32 KM radius

I see this as - 10 cars equipped with MO3 - chiefs and officers- maybe
fire trucks too

first MO3 that arrives at scene - turns on MO3 manually - and
announces - 'repeater is on' - no one else will turn on a repeater
(MO3) at the scene

now - you have the capability for 10 walkie talkies to converse thru
that MO3 at the scene

the MO3 might be linked to a VHF repeater (FB2) or a 800 repeater - or maybe not

all MO3 and all HTs tx the same PL/DPL - and receive the same PL/DPL

or you could have a different PL for each MO3 - and just announce
which PL that everyone needs to use at the scene
