putting those 2 together gives us -

1 alarm thru 5 alarm - city fd units

task force alpha - all volunteer units in local area

task force bravo - all volunteer units in larger area

task force charlie - even more vol units

etc

not really positive about this - I suspect that volunteer units will
respond long before the city hits a 5th alarm
