P25 does not work for paging - maybe - sorta

Allagany County MD now using 460.55 analog fire paging

I know that $25 BaoFeng portables can be set up to receive specific
DPL or PL tones - and multi channels can be put into the radios - and
the various channels can be scanned (albeit slowly) - and there is
probably 1 or 2 ways to do priority scanning - the BaoFengs might be
able to decode some alerting tones also
