my guess is that in the big cities, the volunteers only get alerted
for huge fires and disasters - but I might be mistaken
in the rural areas - there are no paid guys so the vols handle all of
the business
not sure how much the vols are involved in EMS - maybe not at all
vols have pagers but they dont work far from the station
