this is the feds in all of their glory

https://www.hsdl.org/?view&did=480810 - 29 page report from 2007 -
Vermilion Parish Louisana

Hurricane Rita destroyed 2 fire stations in 2005 - 1 was on the coast
at Intercoastal City (a small 1 bay station) - the 2nd was 5 miles
inland

the feds recommendation is to build 1 replacement station 5.2 miles
from the coast - their logic is - if we rebuild a station on the coast
it will be destroyed if there is another hurricane; and then there
will be no fire protection

the feds seemed to have completely missed the simple fact that if they
did not rebuild the coastal station - there will be no fire protection
to speak of BEFORE the next hurricane and maybe AFTER the next
hurricane

the concept of "response time" seems to be foreign to the feds - but
since the Indians and environmental people approved the plan - it was
golden
