I bet the smaller rigs are mostly the volunteers - and the bigger rigs
are the paid guys - that is probably a first alarm for a house fire -
maybe 3 paid pumpers and 1 paid rescue and 1 paid ambulance plus maybe
8 volunteer engines
vols have stations approx 1/2 mile apart in Tokyo area - so its easy
to get lots of them rolling pretty quickly I imagine
