fdny could have used 2 UHF freqs to tie the lobby to the WTC repeater
or to tie the lobby to a repeater in a battalion car

such as :: lobby >> 460.625 >> 154.43 R >> 465.625 >> lobby

one of the main radio problems that they faced was that the portable
radios in the lobby could only reach up 20 floors ... but the bld was
110 floors tall ... the lobby was essentially a radio hole / dead
spot / black spot

if the portable radio in the lobby moved out into the street they
could easily reach up 110 floors to people near the windows ; but only
on 1 or 2 sides of the bld

in theory if they put 2 portable radios in the street for both WTC 1
and WTC 2 ... with 4 channels they would have comms to all sides of
the blds up to the top ... that would have eliminated the need to
relay messages radio to radio up thu the bld

too bad they didnt have another repeater pair to use at the scene ...
like 150.775 and 154.22 maybe

if the NCSTAR report was correct and the VHF portable radios only had
6 or 7 channels ... then they were severely limited in what they could
accomplish ... but with 4 simplex channels and 1 repeater channel ...
maybe they could have pulled it off .... using the repeater channel
as the command or mayday channel

The NCSTAR report said they used 1 tac channel and 1 command channel
in each bld. If the command net was run by 1 chief in the lobby with 2
people at the corners of the bld ... that might have worked OK
