they have Fire 1 + operational TACs + grounds
I think the rule is ... field units have to switch to Fire 1 to talk
to a dispatcher but the dispatcher might pop up on a TAC to give the
IC some info
bottom line ... the dispatchers are only HALF on the TAC channels
sorta ish
maybe they just have 1 or 2 dispatchers on duty to serve thirty FDs
and they just dont have enough people to staff every TAC channel
