not really sure what a Ladder Tender does ... I think they go to ems
calls instead of the tower ... but there is a engine sitting right
there ... ????
I think it is cross staffed by the Tower Ladder which seems really odd
there are 4 bays there you could maybe fit 2 quints and 4 ambulances in there
