which seems a little strange ... why would the TRS be buying radios
for the users? why dont the users buy their own radios? because they
dont have the money? really?

maybe it is a tactic to hide the $$ from the public ... nah couldnt be that

lets track the money .... someone 300 miles away pays $100 to MARCS
for airtime ... MARCS give the money to some FD in Trumbull County ...
then the FD in Trumbull County pays $100 to MARCS for airtime ... and
MARCS gives $100 to the 300 mile away FD to buy new radios ...
