I think they are saying ... for emergency rescue ... their average
response time is 10.60 minutes ... their goal is 90% of all calls in
10 minutes ... they are meeting the 90% goal only 48% of the time
that does seem to add up ... if their goal is 90% in 10 minutes than
their average should be around 5.5 minutes not 10 minutes
this is what happens when you dont have any quints and you put all of
your vehicles into task force stations
