high winds can throw embers several miles - and the members can start
new building fires obviously
so we need a giant game of whack a mole
having a plane or helo or drone overhead can be extremely useful -
even putting someone on top of a 100 foot aerial or on a tall building
can be very useful
and the cops can be great scouts

here is a useful california rule of thumb - new starts get hit the hardest
for example - if a 100 acre fire has 3 airtankers assigned - if a new
fire starts 1 or 10 miles away - we would expect the 3 airtankers to
leave the going fire and head to the new fire
this is just a general rule that seems to be written into the
california mobilization plans - there must be 50 years of history to
back up that rule - maybe
maybe it makes sense because it is too dangerous to be running 2 air
ops in close proximity to each other - and the new start might have
completely unprotected resources at risk - whereas the going fire
probably has at least 1 or 2 ground units at the scene
