wildfires fueled by global warming coming to Massachusetts
https://twitter.com/BostonGlobe/status/1664019768934842368
https://twitter.com/zerg90/status/1664025210880655360 - state law is
needed to staff every fire truck in state on class 5 days
better put the state cops with patrol rifles on those trucks also -
because you know what is coming beside global warming? - huge numbers
of people filled with rage and armed with M16s
about 10 years ago - maybe 15 years ago - I wrote on the Arlington
Email List that we should start thinking about wildfires - iirc Meg M
from Lexington scoffed at the idea - oh well
Arlington redid their Hazard Mitigation Plan maybe 5 years ago - they
said that Arlington had zero wildfire risk

Great Plains Dispatch is interesting
https://gacc.nifc.gov/rmcc/dispatch_centers/r2gpc/about.htm
not exactly sure what this means - but it seems that they do all of
the wildfire / all risk dispatching for - 2 national forest + 5
national park sites + 4 south dakota state forestry districts + 1.5
counties in Wyoming
possibly the 1.5 counties in Wyoming includes 1 or 2 state forest
wardens - plus making phone calls to the local sheriff to get 10 VFDs
paged - something like that - however blm has an office in newcastle -
not sure if they jave an engine there or not - apparently GPC is NOT
responsible for their initial attack dispatching
background info - it seems that the feds have 2 types of wildfire
dispatching - initial attack + extended attack
- 'initial' attack includes the receipt of initial notification of
fires (from public or FDs or agencies or PDs etc) plus the dispatch
and following (command and control) of initial attack units enroute to
the fire
- 'extended' dispatch is required for any fire that is still not under
control after 1 burning period - typically 12 to 24 hours after
initial dispatch - or 'extended dispatch is required anytime that
additional resources beyond the initial dispatch are required at the
scene - extended dispatch has a dedicated dispatcher assigned at the
GPC - basically its any larger fire that has its own dispatcher
working on the communications needs of that 1 specific fire
you know what I am trying to say - let's see if I can find an official
definition
from the 2011 calif fire mob guide
1.1 – INITIAL ATTACK - Initial attack is the aggressive response to a
wildland fire based on values to be protected, benefits of response,
and reasonable cost of response. These response actions are based upon
decisions from the units wildland fire response plan of the area.
These incidents are controlled by initial attack forces within the
first operational period without the need for major reinforcements.

Halifax NS - the radio tape has been listened to - wildfire
https://www.broadcastify.com/calls/tg/7924/30002/archives
we have listened to the dispatch channel and the Tac 3 channel that
are available via Broadcastify Calls
need to double check the paging channel to see what time the very
first alert was at - but in any case - this is what we have heard so
far
217 pm - Engine 65 calls off in quarters - apparently they had been
out on a previous call - heard on the "Dispatch" channel
the rest of these messages were heard via the Tac 3 channel (except as noted)
230 pm - Tanker 56 + T58 + T10 + Eng 56 + Tac 58 + DC2 + DC 4 - deck
on fire and woods on fire - by25 Juneberry Lane - (not really sure
what we are hearing - both sta 56 and sta 65 are in the area -
apparently both were sent) - (looking at the zerg90 map, it looks like
all active stations in the area were alerted between first and 2nd
alarms) - not sure if this is the initial alert or not - would be
interesting to see when 911 was called and how long the call
processing took
232 pm - code 1 Eng 65 - (pretty sure this is Eng 65 rolling out the door)
233 pm - E65 asks if DNR has been notified - dispatcher says yes
233 pm - update by caller - explosions heard - 2nd alarm ordered by E65
235 pm - Tanker 65 responding
236 pm - Eng 65 at scene - working fire - home and trees on fire
238 pm - mention of T10 T58 T11 E65 E8
not really sure what the difference is between Engine and Tanker -
maybe a Tanker has a little larger water tank - obviously both are
going in nearly equal proportions
"Engine 65 Operator" is the driver / pump operator of Engine 65
Engine 65 did a great job on the radio - he immediately reported 3 to
5 homes burning - and gave orders to head of fire for 2 units
239 pm - DC2 requests 3rd alarm - units stage at rink / arena
240 pm - Eng 65 tells DC3 that 3 to 5 homes are on fire - DC3 says OK
3 to 5 homes in jeopardy
241 pm - E65 requests DNR helo
241 pm - E65 has quarter tank of water left - conserve water till tankers arrive
242 pm - fire jumped Westwood Blvd - evacs mentioned
243 pm - T65 and T10 approaching scene and given directions by E65 to
the intersection of Westwood at ???
247 pm - Rescue 65 responding to fire in Westwood Hills - heard on
Dispatch channel
251 pm - 10 alpha - thank you for coming inservice - stay where you
are - not going to use you to backfill a station right now - heard on
dispatch channel
------------------
note - this is the info I wrote down while listening to the radio
tapes - cant always read my own writing - if you want to hear the
exact words and background noises, you can listen to the tapes
yourself - they are available at broadcastify calls - and probably at
regular broadcastify also
bottom line - looks like first unit (Eng 65) arrived in 6 minutes at
236 pm - and at least one home and trees were burning at that time -
Tanker 65 and Tanker 10 arrived at 243 pm which would be 13 minutes
into the fire
bottom bottom line - if you have a bunch of fire trucks in fire
stations - https://fire.fandom.com/wiki/Halifax_Regional_Fire_and_Emergency_Service
- and the wildfire danger is very high - and you dont put any staff on
those fire engines - then you lose 100 homes - nothing new here - ask
Paradise CA - ask Gatlinburg TN - it keeps happening over and over and
over and over
on the other hand - if you spend $100K to staff the stations on one
bad day - and there are no fires - then the news media and public will
be OUTRAGED!!!!! *&^%%!!!! - of course you could use that day to do a
bunch of training and maintenance and prefire planning - except on
holiday weekends - oh wait .....

the press conferences have been taking questions from the press - but

the wildfire was near Station 50 - as you can see, the 2 fire stations
in that area only have paid staff on weekdays - and stations are
approx 5 miles from each other
maybe we should pull the radio tapes and see what their response time was

you can captions in english - somewhat
8 million population - 17 fire stations
1952 to 2007 - fire dispatch was at Chapinero Fire Station
fire dispatch later moved to a telephone company building - and later
to the present FD Comms Center
fire emergency telephone numbers - 19 in 1952 - 119 in 1968 - 123 in 2007
123 is for police and fire and ambulance
beyond that - could not learn too much - they have AVL apparently -
they have CAD also - maybe is called ProCAD
would not be surprised if they only have 17 pumpers and 1 ladder and 1
rescue and 1 hazmat - to cover 8 million people - and it works for
them - all blds probably have brick exteriors so very small risk of
conflagration
Massachusetts has a population of 7 million iirc - and there are
probably 1,000 pumpers and 100 or 200 ladder trucks

WFSTAR: Managing the Maze of Communication Systems
12 minute video from 2018 - ics vs radio channels - repeaters vs
direct vs tones - etc
https://youtu.be/_374pmZdvrA
==========================
lets see if we can do a 6 line explainer on radios
1. a radio runs off a battery - radio waves come out of the antenna -
push to talk - let go to listen - volume knob turns the speaker up and
down - radio works best when held upright - speak slowly and clearly -
think before you transmit - dont talk over other people
2. radio waves travel in straight lines - radio waves cannot go thru
mountains and hills
3. when radio signals are blocked by hills or mountains - use a
repeater to extend the range
4. 2 or more radios operating close to each other can cause feedback /
loud squeals
5. ICS is based on span of control - 1 person can control 5 people -
radio channels can mirror this ICS principle - in reality that never
happens - the basic radio channel concept for wildfires is - the IC
talks to his division chiefs on the command repeater channel - the
division chiefs talk to their underlings on the tac channels (that
usually dont have repeaters - no matter how badly they need them) -
air to ground comms are on a special channel - air to air comms are on
special channels
6. most agencies have a set number of repeaters on their lone dispatch
channel - any other radio infrastructure is supplied ad-hoc -
therefore the vast majority of tactical comms occur on direct channels
(since direct channels dont use repeaters - and there are no repeaters
- so no repeaters are used - lol - like alice in wonderland - have a
repeater - i dont see any repeater - thats becuase there isnt any -

NIRSC radio cache - Boise Idaho
https://youtu.be/2uyKdE4-ji4
1 minute video - posted Sept 2022 - just 245 views - lol - guess that
no one cares about radios
The National Incident Radio Support Cache (NIRSC) provides what may be
the most critical link in firefighting efficiency and, more
importantly, safety – communication tools. The NIRSC, or more
familiarly just the Radio Cache, manages the largest civilian
(non-military) inventory of hand-held radios, portable repeaters and
satellite communications systems in the nation.
12,000 hand held radios and 600 (portable / temporary / transportable) repeaters
typically cycle the entire inventory twice per year to fires - 2022
they cycled maybe 3 or 4 times
video shows techs working in the radio shop - the speaker is maybe the
head of the division
they mostly ship their radio caches via air freight - so it can take 2
or 3 days for the radios to arrive at a fire - so this tells you that
their primary purpose is to augment the radios of the initial attack
forces
for example - if a fire is taken over by - wait - no - still not clear
on this - what are these radios used for?
initial attack - 10 engines and 5 hand crews and 3 helos - all of
these people have radios already
2ndary attack / expanded attack - command team of 100 people + 10 hand
crews + 10 helos - again - all of these people should already have
radios
maybe these fire cache radios are used by the contractors who go to
the fire - camp crew and water tender and weather guys - but again -
most of them should already have radios - and all radios nowadays can
be reprogrammed in the field to get the right frequencys
maybe there is an issue with people who go to the major fires via
commercial airlines - maybe they cannot carry their portable radios
with them because of the batteries
??????
2ndary attack / expanded attack - command team of 100 people + 10 hand
crews + 10 helos - again - all of these people should already have
radios

not really a preparedness plan imho - more like a overview of existing
vegetation etc conditions - plus a brief survey of fd resources - plus
suggestions for improvements
in other parts of the usa this might be called a countywide wildfire
protection plan
maybe we are thinking of 'annual operating plans" - there are some
plans that are more detailed in regards to FD ops - what trucks
respond to what areas - how many to send - what radio channels to use
- specific info on each fire truck - etc

Hyannis Airport - arff is provided by Ops Staff
Airport Administration/Operations Offices
There are no self-standing Airport administrative offices at the
Airport. These offices are in the passenger terminal building.
Operations staff also provide ARFF service; therefore, operations and
ARFF are staffed in a shared building. Currently, space is shared
between ARFF/operations and the public. The Airport's ultimate plan is
to separate ARFF/operations from space utilized by the public.
Recommendation for Airport Administration/Operations Offices: Create
a separation between ARFF/operations and the public.

lots of info in this document - and there are other parts of the 2022
Airport Master Plan that have more ARFF information
=====================
On average, the Airport received approximately 9,900 gallons of Jet A
fuel every two to three days during the peak month. In 2019, the
average threeday Jet A fuel consumption was 8,300 gallons and 20,800
gallons per three-day period during peak month. The Airport has an
average of almost a month supply during average months and over a week
supply of Jet A fuel during peak month as shown in Table 5-38.
================================
Aircraft Rescue and Fire Fighting
As discussed in Chapter 2, Inventory, of this Master Plan, the ARFF
station at the Airport is a multiuse ARFF/maintenance/SRE facility and
operates as an Index A under FAR Part 139. However, during JetBlue
operations, the Airport operates as an Index B. The ARFF station is
located on the East Ramp with access to Taxiway B. The station
vehicles are shown in Table 5-39. Vehicle 816 was replaced in 2020.
The ARFF space of the facility occupies approximately 3,000 SF of the
total 15,000 SF building. Overall, the building was in poor condition
and in need of a roof replacement at the assessment. Repairs were
completed in 2020. The leaks from the roof have left indoor spaces
unusable and Cape Cod Gateway Airport Airport Master Plan Facility
Requirements 5-69 damaged from water. The environmental filtering
system within the building is also broken and unable to be repaired
due to the old age of the system.

very strange case - lots of totally BS YT comments

seems that cop had NO clue what he was shooting at - and then executed

In chemistry and physics, activation energy is the minimum amount of
energy that must be provided for compounds to result in a chemical
reaction.[1] The activation energy (Ea) of a reaction is measured in
joules per mole (J/mol), kilojoules per mole (kJ/mol) or kilocalories
per mole (kcal/mol).[2] Activation energy can be thought of as the
magnitude of the potential barrier (sometimes called the energy
barrier) separating minima of the potential energy surface pertaining
to the initial and final thermodynamic state. For a chemical reaction
to proceed at a reasonable rate, the temperature of the system should
be high enough such that there exists an appreciable number of
molecules with translational energy equal to or greater than the
activation energy. The term "activation energy" was introduced in 1889
by the Swedish scientist Svante Arrhenius.[3]

https://en.wikipedia.org/wiki/Fahrenheit_451
The title page of the book explains the title as follows: Fahrenheit
451—The temperature at which book paper catches fire and burns.... On
inquiring about the temperature at which paper would catch fire,
Bradbury had been told that 451 °F (233 °C) was the autoignition
temperature of paper.[32][33] In various studies, scientists have
placed the autoignition temperature at a range of temperatures between
424 and 475 °F (218 and 246 °C), depending on the type of
paper.[34][35]
https://en.wikipedia.org/wiki/Fahrenheit_451
Fahrenheit 451 is a 1953 dystopian novel by American writer Ray
Bradbury.[4] It presents an American society where books have been
personified and outlawed and "firemen" burn any that are found.[5] The
novel follows Guy Montag, a fireman who becomes disillusioned with his
role of censoring literature and destroying knowledge, eventually
quitting his job and committing himself to the preservation of
literary and cultural writings.
==================
question - why doesnt paper burn at 300 degrees or 200 degrees? - that
is pretty warm
my guess is that the answer lies within the chemical concept of
"activation energy" - iirc the energy required to run a chemical
process requires a large amount at the beginning but lesser amounts
later on - on a graph this shows as a big bump on a chart - iirc that
is where the term 'activation energy' is rooted
lets google it!

Boise does have 11,000 portable radios
https://wildfirelessons.blog/2021/08/17/where-does-your-incident-repeater-come-from/
this 2021 article says that there are 11,000 portable radios in the
radio cache at boise
gonna look for a 2nd source of confirmation of that number
that number is also mentioned on page 2 here -
https://www.nifc.gov/sites/default/files/NIICD/docs/2023%20NIRSC%20Users%20Guide%20Webview.pdf
- but we are not sure if they are talking about 11,000 radios or -
1,000 radios issued 11 times thru the 2022 fire season
though I suppose if they get up around 20,000 people working on the
firelines at the same time - as they do during PL5 conditions - then
we can see a need for maybe 10,000 radios - but dont most of them
already have radios from their home forest or home agency?

NIFC Jan 2023 - How to order Freqs
https://www.nifc.gov/sites/default/files/NIICD/docs/How%20to%20Order%20Frequencies%20from%20CDO%20-%20Dispatch.pdf
3 page documents explains the various types of radio channels
available for federal wildfire agencies - and their coverage areas -
and their power levels
most channels show as 10 watts power - but ground tac and deck
channels dont show power levels - the deck channel is usually 163.10
5,000 and 3,000 and 2,000 feet above ground level are the limitations
on the aircraft channels
5 and 20 and 40 nautical miles are the service radius for the channels
the average firefighter probably does not need to know any of this -
but a good bottom line might be - radio channels are reused
intensively across the West during fire season - so limitations have
to be placed on the use of the channels - power levels have to be kept
low and radios must only be used near an incident or atb

rma - required initial attack freqs
All Initial Attack incidents will have the following frequencies assigned:
• Air-to-Air Primary
• Air-to-Ground
• Ground Tactical
• Command
• Flight Following
Once the incident exceeds the first operational period, all requests
for additional firefighting frequencies must be placed through
established dispatch channels to RMACC who will place the request to
NIICD. It may take up to 6 hours for new frequencies to be assigned.
from page 141 of 176 of 2023 rma mob guide
=========================
in case you missed it - every fire gets assigned 5 channels on the
initial attack - although we suspect that during busy periods this
requirement may not be met for every fire - there simply are not
enough available channels (on paper anyhow) - for example if a
dispatch zone just has 2 a/g freqs assigned (as most do) - then
obviously the 3rd fire is gonna come up short

RMA - engine staffing requirements
not really sure where they stand - seems they want either 2 or 3
people on each engine - ty6 and ty7 engine barely have room for 2
people afaik - so I guess they have to send a suv or a pickup truck
along with each ty6 engine - seems very odd
this is wildland engines - not structural engines - structural engines
have a minimum staffing of 4 on a ty1 engines - and 3 on a ty2 engine

drawn down levels for rocky mtn area (RMA)
pg 41 of 176 - draw down levels for Rocky Mtn Area - from 2023 mob
plan - this is the colorado / wyoming area
preparedness level 5 - "draw down levels" are - 9 ty1 helos + 5 ty2
helos + 9 ty3 helos - etc
very interesting - what they are saying is - at the highest level of
preparedness - they want to have a minimum of 23 helos in the Area -
however - when the whole West is on fire - I am sure it is hard to
come up with 23 helos
but it is interesting to see that they DO have minimum staffing levels
in mind based on the overall fire situation
----------------------------------
this is their definition of prep level 5
Preparedness Level 5
Description - Fire resources throughout the RMA are fully committed.
Initial attack continues to be unsuccessful. Use of aviation resources
is essential for initial attack and large fire support. Numerous
dispatch areas are at full operational level. All available RMA IMTs
are in use. Fire behavior is generally high to extreme; threats to
life and property may be high and is of major concern to local
agencies and fire managers. In general, the adjective ratings for
identified criteria are within a high to maximum range.
---------------------------------------
note - for prep level 5 RMA drawdown level for "4390 starter systems"
is 4 - iirc those are the radio caches with 1 portable repeater each

Rapid Extraction Module Support - fireline rescue team

Rapid Extraction Module Support (REMS)
The Rapid Extraction Module Support is a pre-staged rescue team
assigned to a wildland fire to provide firefighters a safe, effective
and efficient method of egress off the fireline in the event of injury
or illness incurred during firefighting operations. Safety is the
primary concern during all operations, however
unintended incidents do occur which result in injury or illness to
firefighters. ....

Initial Attack Aircraft Frequency Assignments
Each state in the RMA [Rocky Mtn Area] and their RMA dispatch areas
has been divided into initial attack zones by the national frequency
coordinator. These zones are coordinated with the rest of the nation's
frequency assignments. Each zone has pre-identified initial attack
air-to-ground and air-to-air frequencies. These frequencies should not
be dedicated to project fires. These frequencies are updated annually.
Tertiary IA [initial attack] A/A [air to air] AM [amplitude
modulation] frequencies may be assigned by the local dispatch centers
to the Secondary A/A AM on an
(Interagency Aircraft Dispatch Form PMS-250 ("kneeboard") for initial
attack when fixed wing & rotor wing need to be separated for safety
reasons. Notify RMACC when using Tertiary frequencies, RMACC will
notify the NIICD CDO [boise] of use.
