there are several ways they could drop their response times - put fire
units on patrol instead of having 5 of them sleeping in a firehouse -
make dispatching as fast as lyft or uber (have 911 calls patched
directly into the earpiece of the closest firefighter - we have had
that technology for close to 50 years now - AVL / ANI etc) - stop
sending units to the wrong locations - etc
