USAR teams - they apparently are local firefighters who are trained
and equipped to go to incident nationwide

apparently they have been given cpr and fire extinguisher training
there are 784,000 volunteer firefighters
there are 168,000 fulltime firefighters
fulltime firefighters cover 99% of the population
