not sure how this coord center cooperates with the national coord
center - maybe the prefecture center handles all local requests - and
any orders that cannot be filled are given to the national coord
center - maybe

or maybe the locals can bypass the prefecture coord center and talk
directly to the natl coord center

Kanagawa Prefecture only has approx 22 municipal FDs - 5 of them are huge
