Among accidents that occurred during the investigation period, the
NTSB found that trained and certificated dispatchers could have helped
pilots make better decisions in 12 crashes that resulted in 45
fatalities and 13 serious injuries.
As of this year, about 1,850 Part 135 certificate holders operated
11,760 aircraft, including for air tours, commuter flights, air
ambulance services, jet charters and passenger, cargo or mail-carrying
operations. About 550, or roughly 30% of those certificate holders are
single-pilot or single-PIC operators that are subject to the lowest
level of regulation and oversight compared to other Part 135
operations, the NTSB says.
