lots of info here about the organizational aspects of the wildland
fire agencies in california
bottom line
1. local FDs cover cities + districts
2. county FDs cover unincorporated areas and contracted cities and districts
3. cal fire protects the State Responsibility Areas (SRA) from
wildfires - except in 6 counties they contract with a County FD for
coverage - (SRA is basically any land covered by vegetation that is
not federally owned and is not in a city)
since cal fire firefighters are trained as both structural and
wildland firefighters - and since the Cal Fire engines are all set up
for both wildland and structural firefighting - and since cal fire
fire stations are found in many areas that do not have a local fire
station - then Cal Fire is the de facto state / county / local FD in
many areas - and they have multitudes of mutual aid agreements to make
it all legal
4. the federal wildfire agencies take care of wildland fire protection
duties on federal lands - federal structural fire agencies cover
military bases and other federal sites (NASA, USCG, etc)
there are some offset agreements where one agency will cover one area
in exchange for a 2nd agency covering a 2nd area
it is also common for task forces of local, state, federal, and OES
engines to travel all over the state in search of fires and
emergencies - iirc this is formalized under the Statewide Fire Master
Mutual Aid Plan and the OES agreements
since the usfa, blm, and fws do not operate any rescue trucks nor
ambulances nor structural fire trucks - then any incidents on those
lands have to be handled by the closest local fire station - if there
is one - or maybe by Cal Fire under a mutual aid agreement
